To turn off the feature hit Tools \ Internet Options.
Just right press Suggested Sites and press Delete.
press Yes to the confirmation dialog screen.
The Suggested Sites feature is turned off and its also out of your favorites bar.
If youre concerned about Microsoft tracking your browsing, you might want to turn off the Suggested Sites feature.
