Windows 11’s redesigned Task Manager has analways-on-topmode.
The always-on-top Task Manager should even work in some situations where the standard Task Manager won’t appear.
hit the gear-shaped “controls” option at the bottom-left corner of the Task Manager window.

Activate the “Always on top” checkbox under Window management here.
That’s it—the Task Manager will be always on top.
It will remain always on top every time you launch it until you disable this option.
Enable the “Always on top” checkbox.
