Its fast, lightweight, and free.
And most importantly for us, it lets you annotate documents.
For starters, download and install Foxit Reader.
Then use it to open a PDF document youd like to annotate.
you might also double-click any such marking (underline, squiggly line, etc.)
to open up a note where you’ve got the option to jot down a longer explanation.
